Strategic Realignment: The "Resetting XBOX" Initiative

⚠️ The Hard Truth: A Massive Restructure

Team, we are embarking on the most extensive organizational overhaul in the history of XBOX. After a thorough analysis of our current trajectory, I have made the difficult choice to reduce our global workforce by approximately 3,200 positions throughout Fiscal Year 2027.

Immediate Impact Breakdown

Action ItemDetailTimeline
Role Eliminations~1,600 positionsEffective Immediately
Total FY27 Reductions~3,200 positionsOngoing through FY27

"I recognize that a year-long restructuring creates additional challenges. Unfortunately, it is not possible to make all the necessary changes in a single day, and I wanted to be direct about the scale."

📉 The Economic Rationale

Our current financial state is unsustainable. We are operating with margins that are significantly lower than our peers in the publishing and platform space.

The Financial Gap: XBOX Margins≈13 to 10×Comparable Industry Margins\text{XBOX Margins} \approx \frac{1}{3 \text{ to } 10} \times \text{Comparable Industry Margins}XBOX Margins≈3 to 101×Comparable Industry Margins

Why did this happen?

  • Gen 9 Headwinds: We entered the current generation with a higher cost structure and a smaller install base.
  • Growth Miscalculations: We pivoted heavily toward Game Pass, multi-platform accessibility, and a diversified content library. While these added value, the growth rate failed to meet our projections.
  • The "Sunk Cost" Trap: As the core business dipped, we responded by adding more investment, more teams, and more time, hoping to force a positive outcome.
  • Market Saturation: The industry is currently enduring its worst hardware crisis ever. Since 2018, we expanded our studios aggressively just as the volume of monthly game releases exploded, forcing us to compete with both titans and nimble indies.

The Bottom Line: We discovered we aren't the ideal home for every studio. In a typical year, our investment efficiency was: Loss=$0.64 per $1.00 invested\text{Loss} = \$0.64 \text{ per } \$1.00 \text{ invested}Loss=$0.64 per $1.00 invested

🛠️ The "Reset" Strategy

We are shifting our philosophy. Instead of owning every great studio, we will empower independent creators via open tools and wider audiences.

Studio Transitions

  • Compulsion Games & Double Fine Productions: Returning to independent status. They retain their IP, catalogs, and funding for upcoming titles.
  • Ninja Theory & Undead Labs: Transitioning to new ownership with secured funding to finalize and expand Senua and State of Decay 3.
  • Arkane (France): Currently entering mandatory consultations with the Works Council to explore strategic alternatives.

Broad Reductions

Staffing cuts are being implemented across various units, including:

  • Activision
  • Bethesda/ZeniMax
  • Blizzard
  • King
  • Mojang
  • XBOX Game Studios

Publicly announced first-party projects are being cancelled. →\rightarrow→ Correction: None of our publicly announced games are being cancelled.

Note: Mojang and King remain pivotal as they function as platforms and lead in monthly active users, providing essential demographic and geographic reach.

🏗️ Organizational Simplification

We have realized that technology improves through simplicity, not expansion. Our current structure is bloated; some workflows currently traverse 14 layers of management. Meanwhile, platform teams grew by 40% despite a decline in playtime and player count.

The New Hierarchy

We are flattening the organization to a maximum of 5 layers (aiming for 3 where possible).

New Role Definitions:

  1. Makers: Individual contributors dedicated to building.
  2. Player-Coaches: Leaders who develop talent while remaining "hands-on" with the work.
  3. DRIs: Directly Responsible Individuals who own specific decisions and outcomes.

Operational Efficiency Goals

# System Optimization Log
- Reduce management layers: 14 -> 3-5
- Vendor spend: -50%
- Codebase: Streamlining/Cleaning
- Services: Transitioning to Shared Services

The path forward requires us to stop operating in silos and start working as a unified, lean entity.
