Fatal Collision: How Military GPS Jamming Downed a Civilian Plane in New Mexico

The proliferation of drone warfare is transforming the atmosphere into a hazardous environment, creating risks for aircraft operating far beyond any active combat theater.


The Incident: A Routine Flight Turned Tragedy

In May, a twin-engine Beechcraft King Air medevac aircraft departed from Roswell, New Mexico. Its mission was straightforward: fly west to Ruidoso, retrieve a patient, and transport them to Albuquerque. For the crew—consisting of two pilots and two nurses—this should have been a standard operation.

However, the US military was conducting a GPS jamming exercise at the White Sands Missile Range. This operation rendered modern navigation systems useless for the King Air crew and any other pilots within a radius of several hundred miles.

"As drone warfare and electronic warfare expand, airlines are increasingly encountering navigation disruptions hundreds of miles beyond the actual conflict zone," explains Eliran Almog, CEO of the cybersecurity firm Cyviation.

Forced to rely on legacy navigation tools they rarely utilized, the pilots became spatially disoriented and flew directly into a mountainside. This event represents the first known instance in the United States where GPS jamming contributed to a civilian aviation fatality.

The High-Stakes World of Medevac

Even without external interference, medevac operations are inherently perilous. According to the law firm Kreindler, which specializes in aviation litigation, the accident rate for medevac flights is comparable to commercial aviation more similar to combat flying.

Factors increasing risk include:

  • Urgency: Flights are often dispatched on extremely short notice.
  • Unfamiliarity: Crews frequently land at airstrips they have never visited.
  • Pressure: The critical nature of saving human lives often pushes pilots to fly in marginal weather.

The Crew

The flight was manned by:

  1. Captain Keelan Clark (30): A commercial pilot for 1.5 years, promoted to captain just one month prior.
  2. First Officer Ali Kawsara (23).

Both pilots were certified in Instrument Flight Rules (IFR), meaning they were trained to fly in low-visibility conditions.


Navigation: The Technological Divide

Modern aviation has shifted from mental mapping to digital guidance. The transition can be summarized as follows:

When pilots lose the RNAV (Area Navigation) capability, they must revert to ground-based radio beacons and gyroscopes. If a pilot fails to maintain situational awareness during this transition, they can quickly spiral out of control.


Timeline of the Crash

The flight occurred during a moonless night in a rural area, described by pilot Juan Browne as a "black hole" due to the lack of visual landmarks.

The Technical Failure

At exactly midnight on May 14, eight minutes after takeoff, Clark and Kawsara notified the Albuquerque Air Route Traffic Control Center that their GPS had failed. They were forced to ask the controller for a specific magnetic heading to steer by.

The Source of the Interference: NAVFEST

The disruption was caused by the 746th Test Squadron of the 704th Test Group, which was hosting NAVFEST at the White Sands Missile Range.

About NAVFEST:

  • Purpose: A two-week exercise where electronic warfare units test GPS disruption and counter-disruption technologies.
  • Location: White Sands was chosen for its extreme remoteness (the same site used for the first atomic bomb test).
  • Warning: The FAA had issued a notice that GPS signals could be impacted within a range of r400 milesr \approx 400 \text{ miles} between May 12 and May 18.

FAA Warning Checklist:

  • Notify aircraft operators of potential GPS interference.
  • Define the date range (May 12–18).
  • Specify the affected radius (up to 400 miles).

A Growing Pattern of Interference

This crash is not an isolated incident but part of a broader trend of "contested skies."

  • Military Exercises: The US military has issued notices for at least 10 similar jamming exercises in the past year.
  • Border Security: Earlier this year, airspace in Texas and New Mexico was temporarily closed due to US Customs and Border Patrol utilizing anti-drone lasers.

While the Ruidoso crash is the first fatal US accident linked to electronic warfare, the increasing overlap between military testing and civilian flight paths suggests it may not be the last.
